1. Introduction
Lanka Education and Research Network hereby requests sealed bids for the Supply, Delivery and Commissioning of VPLS (Virtual Private LAN Service) Solution to Lanka Education And Research Network (LEARN). The detailed RFQ document with requirements can be obtained free of charge by sending an email to consultant@learn.ac.lk with the subject “Supply, Delivery and Commissioning of VPLS Solution to LEARN” or at the LEARN office at IT Centre, University of Peradeniya.
2. Invitation
The Chairman, Procurement Committee, on behalf of LEARN, invites sealed bids from eligible and qualified bidders for the Supply, Delivery and Commissioning of the VPLS Solution under National Competitive Bidding (NCB).

3. Submission of Bids
Sealed Bids-responses should be sent by registered/speed post or hand delivered to the Consultant CEO, Lanka Education and Research Network, Information Technology Centre, University of Peradeniya, Peradeniya on or before 11.00 AM of 16th September 2025. The tenders will be opened at the same time on the same day at the same address.
4. Eligibility
Bidding will be conducted under NCB procedure governed by the Government Procurement Guidelines and is open only to eligible TRCSL-licensed operators who meet the qualifications.
5. Pre-Bid Meeting
A Pre-Bid Meeting will be held at 01:00 PM on August 22, 2025 at the LEARN office, at the address mentioned above, and can be joined via Zoom as well.
